NUSGet allows you to download any content from the Nintendo Update Servers. Free content (content with a Ticket freely available on the servers) can be decrypted or packed directly into an installable archive (WAD/TAD). This allows you to download base content required during the Wii modding process like IOSes, as well as other content like the Wii Menu for installing themes or accessing the menu in Dolphin.
